Water Utility Manager, Entrepreneur and Advisor

Rado Russev is a water utility manager, entrepreneur and advisor. His career path combines 10 years of utility work (from expert positions to general management of a regional water company in a turnaround situation), a bit of experience in policy making, continuous international advisory (focus on policy reforms, utility strengthening and PPPs) and active participation in the set-up and development of an entrepreneurial venture in the water sector in Eastern Europe – Hydrolia AD.

His deepest hands-on experience is in the area of water supply and sanitation (WSS) – management of commercial, financial and organizational processes in Sofia Water company followed-up by a general-management role in restructuring Dobrich Water Utility.

Rado’s in-house utility experience prepared him for a mandate as a policy maker in the WSS sector – first as a deputy minister in a caretaker government and then as an advisor and coordinator of a Water Reform Coordination Council.

In the last 5 years Rado has been involved in international advisory roles (mainly World Bank but also EBRD, KfW, DFID, etc.) and, since 2015, he has been an active entrepreneur – one of the founding partners in Hydrolia AD, a company dedicated to complex O&M services for industrial water processes.
